  • An Active DOT identification number and MC number (operating authority) with the Federal Motor Carrier Safety Administration (FMCSA)
  • A carrier entity that is authorized for hire and property
  • A safety rating by the FMCSA of “none,” “not rated,” or “satisfactory.”
